• Postpones expiration of rules from Colorado state agencies adopted or amended between November 1, 2016 and November 1, 2017, which were scheduled to expire May 15, 2018.

• Extends rules across 18 principal departments including Agriculture, Corrections, Education, Health Care Policy and Financing, Human Services, Labor and Employment, Natural Resources, Public Health and Environment, Regulatory Agencies, Revenue, and others.

• Carves out specific rules that are NOT extended, including pesticide regulations for cannabis and retail marijuana cultivation, underground and aboveground storage tank standards, midwives registration requirements, electrician licensing rules, and various wastewater treatment system regulations.

• Applies Committee on Legal Services recommendations to specified rules in their form as considered by the committee, excluding any amendments that became effective before or after November 1, 2017.

• Declares the act necessary for immediate preservation of public peace, health, and safety.
