Extends the sunset date for the Colorado Civil Rights Division and Commission from July 1, 2018 to September 1, 2027, allowing the agencies to continue operating.

Requires the State Auditor to conduct performance audits of the Civil Rights Division and Commission by December 15, 2019 and December 15, 2024, with reports and recommendations submitted to the committee.

Modifies the Civil Rights Commission membership composition to require two members from employee associations representing workers and two members from businesses, with at least one from a small business employing 5-50 employees.

Establishes that no more than six commission members can be affiliated with a major political party and no more than three with the same party, with members required to have been registered with their party or unaffiliated for at least two years before appointment.

Appropriates $20,000 total for the 2018-19 fiscal year ($10,000 to the Department of Regulatory Agencies and $10,000 to the Governor's office) for information technology services.
