Authorizes retail marijuana stores to obtain an endorsement to operate a separate "marijuana accessory consumption establishment" where customers can consume marijuana concentrate and products on-premises (other than smoking) beginning January 1, 2019.

Limits sales per patron to no less than one-quarter gram of concentrate or product containing not more than 10 milligrams of active THC; restricts sales to only products meant for on-premises consumption.

Requires each consumption establishment to be physically separate from the retail store, located in the same local jurisdiction, and establishes restrictions including: age limit of 21+, no alcohol or tobacco sales, no employee consumption, prohibition on external visibility, and mandatory staff training.

Mandates local jurisdiction authorization through ordinance or ballot measure before state licenses can be issued; prohibits locations within 1,000 feet of jurisdictions that don't permit marijuana retailers.

Appropriates $99,637 to the Department of Revenue and $39,960 to the Department of Law for enforcement, IT support, and legal services in the 2018-19 fiscal year.
