Requires Colorado commercial mobile radio service providers to make network-level distraction control technology available to customers upon request, allowing providers to limit distracting content on mobile devices while driving.

Mandates providers offer an interface that allows third parties to notify them when authorized users are driving, and such interfaces must meet provider standards regarding system redundancy, privacy protections, security, and technology capability failure detection.

Requires providers to give customers reasonable notice of the technology's availability, allow simple override options for emergencies, let customers select which content types are blocked, and provide notification of overrides by electronic means.

Prohibits retention or dissemination of collected vehicular information or personal data without customer authorization, except for billing purposes or opt-in programs.

Technology must comply with all state and federal laws related to 911 emergency services, wireless emergency alerts, and state and local emergency warning systems; excludes technology from Public Utilities Commission regulation.
