Requires applications for Building Excellent Schools Today (BEST) Act grants for state fiscal year 2019-20 and subsequent years to include a plan for future use or disposition of any existing public school facility that will be discontinued if the grant is approved.

Applies to applications for construction of new facilities to replace existing ones, or reconstruction or expansion of existing facilities where the applicant will cease current use of an existing facility upon receiving the grant.

Requires applicants to provide estimated costs for implementing their plan for the existing facility's future use or disposition.

Effective August 8, 2018, subject to approval by voters in the November 2018 general election if a referendum petition is filed.
