Prohibits commission members from serving if they held an officer or director position at a regulated utility within the preceding 4 years, or if they have any official relation or financial interest in a regulated utility, effective July 1, 2018.

Requires the commission director to make and maintain audio recordings of all commission proceedings and post them online for public access.

Authorizes the executive director of the Department of Regulatory Agencies to request that the state auditor conduct performance audits of the commission, its staff, and operations.

Permits the commission director to authorize temporary training assignments for employees with other state agencies to enhance expertise in coordinated activities and collaborate with higher education institutions for employee curriculum development.

Directs the commission to adopt rules addressing commissioner recusal standards, conflicts of interest, incompatible activities, and limitations on ex parte communications.
