Establishes the "Patient Drug Costs Savings Act" to allow pharmacists to inform patients about prescription drug costs and more affordable alternatives.

Prohibits insurance carriers and pharmacy benefit managers from preventing pharmacies or pharmacists from disclosing a patient's cost share for prescribed drugs and information about therapeutically equivalent, more affordable alternative drugs.

Prohibits carriers from penalizing pharmacies or pharmacists for disclosing cost information to patients or for dispensing more affordable alternatives.

Prohibits carriers from requiring patients to pay copayments exceeding the total charges submitted by the network pharmacy.

Takes effect August 8, 2018, unless a referendum petition is filed, in which case approval by voters at the November 2018 general election is required; federal law supersedes any conflicting provision.
