Extends the repeal date of the Colorado Commission on Criminal and Juvenile Justice from July 1, 2018 to July 1, 2023, requiring the Department of Regulatory Agencies to conduct a sunset review before repeal.

Increases commission membership from 26 to 29 voting members, adding positions for the Colorado District Attorneys' Council executive director, a crime victim, a former offender, a municipal nonprofit representative, and a victim's advocate.

Removes the requirement for two elected district attorneys to be appointed by the governor, instead establishing one elected district attorney designated by the Colorado District Attorneys' Council as a voting member.

Requires the commission to request a letter from the governor on or before May 1 of each even-numbered year suggesting study topics, with the governor encouraged to consult legislative and judicial leadership.

Appropriates $255,443 to the Department of Public Safety for the 2018-19 fiscal year to support the commission with 2.5 additional FTE.
