Continues certification of conservation easement holders by the Conservation Easement Oversight Commission for 7 years until September 1, 2025, extending the sunset date from July 1, 2018.

Authorizes the Director of the Division of Real Estate to share publicly available conservation easement information with third-party vendors to develop a statewide registry of easements for which tax credits have been claimed.

Requires the Director to consult with the Conservation Easement Oversight Commission regarding appropriate types of information and collection methods before sharing data.

Authorizes the Division of Real Estate to establish rules in consultation with the Commission to cap the number of monthly applications accepted for tax credit certificates and preliminary advisory opinions.

Requires annual reporting to the legislature's committee of reference on registry information as part of the SMART Government Act reporting process.
