Extends the repeal date of Article 39 (regulation of nursing home administrators by the Board of Examiners of Nursing Home Administrators) from July 1, 2018 to September 1, 2023.

Removes the board of examiners of nursing home administrators from the July 1, 2018 repeal schedule in the regulatory agency review statute.

Adds the regulation of nursing home administrators to the September 1, 2023 repeal schedule, requiring legislative review prior to that date.

Requires all board votes to impose discipline or dismiss complaints be recorded in publicly available minutes with each board member's individual vote documented.

Effective date of July 1, 2018, with provisions declared necessary for immediate preservation of public peace, health, and safety.
