Establishes statewide greenhouse gas emission reduction goals of 26% by 2025 compared with 2005 levels, and carbon dioxide emissions from electrical generation of 25% by 2025 and 30% by 2030 compared with 2012 levels.

Creates the "Climate Change Preparedness, Adaptation, and Resiliency Act" with a Colorado resiliency and recovery office required to collect data on climate change costs, develop impact models, analyze regional climate scenarios, and update the state resiliency framework.

Mandates the Colorado resiliency and recovery office to develop tools and resources supporting local climate resilience initiatives, including financing toolkits, community planning guidance, and resilience criteria for state grant and loan programs.

Requires the governor to create an executive branch position focused on climate change that develops and updates a state climate action plan and collaborates on climate preparedness studies.

Appropriates $432,345 to the department of local affairs for fiscal year 2018-19 to implement the act, assuming 1.6 additional FTE positions.
