Authorizes the Colorado Department of Revenue to establish an electronic system for registration, lien, and titling of vehicles, off-highway vehicles, and special mobile machinery, including acceptance of electronic signatures and elimination of notarization requirements.

Allows approved third-party providers to electronically process registration, lien, and titling information, manage license plate inventory, and distribute registration information, while collecting and remitting all taxes and fees to the department.

Permits third-party providers to charge clients fees for electronic transactions, which clients may pass through to consumers without markup, and allows paper titles to be produced only upon request.

Protects privacy by preventing disclosure of addresses belonging to program participants under Colorado's address confidentiality program to third-party providers or their clients.

Appropriates $1,187,502 from gifts, grants, and donations to the Colorado DRIVES vehicle services account for implementation, including 1.7 FTE positions and system maintenance, with an effective date of July 1, 2019.
