CO HB1300

Authorizes local district colleges to offer Bachelor of Science degree in Nursing programs as completion degrees for students with or pursuing an Associate degree in Nursing.

Expands the authority previously limited to Colorado Mountain College to allow any local district college to offer baccalaureate degree programs, including the nursing completion degree.

Requires Colorado Commission on Higher Education approval of any baccalaureate degree program based on workforce demand, accreditation compliance, cost-effectiveness, and cost-benefit analysis demonstrating no negative fiscal impact.

Permits local district colleges to use state-appropriated funds and other revenues to operate approved baccalaureate degree programs.

Takes effect August 8, 2018, or if subject to referendum petition, takes effect upon voter approval at the November 2018 general election.
