Amends Colorado Revised Statutes 42-4-1304 to allow the Department of Public Health and Environment to waive specific certification requirements for toxicology laboratories that are accredited by nationally or internationally recognized accreditation organizations with forensic toxicology scope.

Replaces specific references to the American Board of Forensic Toxicology and International Standards Organization with broader language allowing any recognized accreditation organization that includes forensic toxicology scope.

Maintains the requirement that laboratories ensure collection and testing of samples is performed competently, while providing flexibility through accreditation-based waivers.

Takes effect on August 8, 2018, or if subject to referendum petition, only upon approval by voters at the November 2018 general election.
