Makes it unlawful for sellers, retailers, or vendors to knowingly dispense, sell, or distribute finished drug products containing dextromethorphan to persons under 18 years of age.

Requires retailers to obtain government-issued photo identification proving the purchaser is at least 18 years old, unless the seller reasonably presumes from appearance that the purchaser is at least 25 years old.

Exempts medications containing dextromethorphan sold pursuant to a valid prescription from the age restriction requirements.

Establishes penalties of a written warning for first offense and a fine of up to $200 for second and subsequent offenses.

Preempts all local ordinances and codes regulating dextromethorphan distribution, establishing this as a matter of statewide concern.
