Exempts out-of-state employers and their employees from Colorado workers' compensation requirements if the employee was hired or regularly works outside Colorado and is temporarily working in the state.

Requires the out-of-state employer to have active workers' compensation coverage from their home state that applies while the employee works in Colorado.

Applies only if the employee's home state is contiguous to Colorado and provides reciprocal exemptions for Colorado employers whose employees temporarily work in that state.

Makes the workers' compensation benefits from the employee's home state the exclusive remedy against the out-of-state employer for any injury occurring while working in Colorado.

Defines "temporarily" as a period of sustained work not exceeding six months or engaging in interstate movement of goods or commodities.
