Creates a three-year pilot program beginning September 1, 2018, administered by the Division of Local Government to provide emergency employment support services in ten rural counties and select zip codes within non-rural counties.

Eligible individuals must be at least 16 years old, have income at or below 200% of federal poverty line, be eligible to work in the United States, and be actively pursuing employment or job training.

Service providers can receive up to $400 per year reimbursement per eligible individual for expenses including transportation, childcare, housing, job training fees, tools, food, utilities, licenses, legal services, and medical expenses that support employment goals.

Division must contract with a nonprofit entity to administer the program, develop memorandums of understanding with service providers, and establish allocation formulas ensuring equitable distribution of funds based on eligible population estimates.

Program automatically repeals September 1, 2021, subject to legislative review; funding comes from a dedicated cash fund receiving gifts, grants, and donations with money remaining in the fund at fiscal year end.
