Prohibits health insurers from considering geographic location when setting rates for individual health insurance plans issued, amended, or renewed on or after January 1, 2019.

Establishes the entire state of Colorado as a single geographic rating area for all individual health benefit plans, eliminating the current nine separate regional rating areas.

Addresses disparities where rural areas, particularly eastern plains and western slope regions, have significantly higher premiums and fewer insurance carriers and plan options than metropolitan areas.

Allows continued geographic rating consideration for small employer health benefit plans, applying the single-state rating area only to individual plans.

Removes the provision allowing carriers to adjust individual health plan premiums based on changes in the policyholder's geographic rating area.
