HB 18-1313 Summary

• Amends the definition of "pharmaceutical care" to allow pharmacists to prescribe over-the-counter medications to Colorado Medical Assistance Act recipients under collaborative pharmacy practice agreements or pursuant to section 25.5-5-322.

• Expands the definition of "practitioner" to include pharmacists participating within a statewide drug therapy protocol under a collaborative pharmacy practice agreement as defined in section 12-42.5-601(1)(b), or prescribing over-the-counter medications.

• Authorizes pharmacists to serve as practitioners under certain circumstances while maintaining that pharmaceutical care does not include full prescriptive authority.

• Becomes effective on August 8, 2018, or 90 days after final adjournment of the general assembly, subject to referendum petition and potential voter approval in November 2018.
