State Department must create an efficient and cost-effective method for meeting urgent transportation needs (discharge from inpatient/emergency services and other urgent nonemergency services) within the existing Medical Assistance Program nonemergency medical transportation benefit by January 1, 2019.

The method must include medical provider access to approved transportation providers, transportation providers with required background checks/drug tests/training/vehicle inspections, and an efficient process for obtaining and paying for urgent transportation services.

State Department shall annually report on implementation and effectiveness of the process to the Health and Human Services Committee of the Senate and Public Health and Human Services Committee of the House during interim presentations prior to each legislative session.

Appropriates $377,621 for fiscal year 2018-19 to the Department of Health Care Policy and Financing ($359,295 from general fund and $18,326 from healthcare affordability and sustainability fee cash fund) to implement the act.

Statute repeals effective July 1, 2025, with reporting requirements continuing until the beginning of the 2025 legislative session.
