Creates a new Office of State Planning and Budgeting Youth Pay for Success Initiatives Account within the existing Pay for Success Contracts Fund to support youth-focused pilot programs.

Transfers $989,470 from marijuana tax cash fund and $401,314 from general fund on July 1, 2018, with additional annual transfers through July 1, 2021, totaling approximately $4.17 million.

Designates funds for three pilot programs: Jefferson County foster youth educational outcomes program, multi-systemic therapy program for underserved Colorado regions, and Denver runaway youth upstream services program.

Appropriates $718,412 to the Office of the Governor and $52,511 to the Department of Human Services Division of Youth Services for 2018-19 fiscal year to administer pay for success contracts.

Authorizes Department of Human Services to expend account funds for personal services and operating expenses related to contract administration.
