Creates the Governor's Commission on Community Service in state law, located within the Office of the Lieutenant Governor, to comply with federal National and Community Service Trust Act of 1993 requirements.

Establishes commission membership of 15-20 voting members including the Commissioner of Education and 14-19 governor-appointed representatives from community agencies, local government, labor, business, youth service programs, and subject matter experts.

Assigns primary duties including recommending a three-year comprehensive service plan, administering competitive selection of service programs, preparing grant applications to the Corporation for National and Community Service, and overseeing AmeriCorps administration in Colorado.

Requires commission to meet at least six times per year, submit annual activity reports to the governor by January 1, and grants authority to delegate non-policy duties and accept grants or donations from public and private sources.

Appropriates $200,000 from the general fund for fiscal year 2018-19 to the Office of the Governor for commission operations and authorizes the Office of the Lieutenant Governor to provide office space, equipment, and staff services.
