Appropriates $2,000,000 from the general fund to the public safety communications trust fund for both the 2018-19 and 2019-20 fiscal years to address critical radio coverage gaps in the statewide digital trunked radio system.

Directs the office to partner with local and regional government entities to add additional radio tower sites in areas experiencing critical public safety radio communications coverage gaps.

Prioritizes funding for locations with existing radio tower infrastructure that can be upgraded, locations with known coverage issues, and locations benefiting both state and local government first responders.

Allows unencumbered money from prior appropriations to be used for digital trunked radio system site supporting infrastructure and supporting software and hardware.

Requires reporting to the joint budget committee by November 1, 2019, and November 1, 2020, detailing expenditures and anticipated use of appropriated funds.
