Removes the January 1, 2013 operational deadline for the Colorado all-payer health claims database and allows the General Assembly to annually appropriate general fund money for database expenses.

Creates the All-payer Health Claims Database Scholarship Grant Program to defray costs for nonprofit and governmental entities to access the database for research purposes.

Establishes the State Department of Health Care Policy and Financing as administrator of the grant program, with the advisory committee reviewing applications and recommending grant approvals.

Appropriates $1,570,395 from the general fund for fiscal year 2018-19, consisting of $42,616 for personnel (0.9 FTE), $2,779 for operating expenses, and $1,525,000 for the database; anticipates $1,070,395 in federal funds to support implementation.

Directs the executive director to adopt rules governing the grant program, including procedures, criteria, and standards for awarding scholarship grants.
