• Directs the state department to initiate a stakeholder process by July 1, 2018 to develop eligibility criteria, service definitions, and provider qualifications for a redesigned Children's Habilitation Residential Program waiver for Medicaid-eligible children with intellectual and developmental disabilities and complex behavioral support needs.

• Requires submission of the redesigned waiver to federal authorities for approval no later than March 31, 2019, with the goal of allowing children to remain in or return to family homes while also providing crisis stabilization and out-of-home services when necessary.

• Establishes a new residential child health care program under section 25.5-6-903 that becomes effective upon federal approval of the redesigned waiver, authorizing the state board to adopt rules regarding services, eligibility criteria, and provider reimbursement.

• Appropriates $1,257,660 in general fund and anticipates $1,257,659 in federal funds for the 2018-19 fiscal year to implement the program through the Department of Health Care Policy and Financing's Office of Community Living.

• Authorizes the state department to seek federal approval to transfer program operations from the Department of Human Services to the state department, with automatic repeal of provisions upon federal waiver approval.
