Creates supplemental state-only payments to durable medical equipment providers who experienced reimbursement decreases from January 1 to March 15, 2018, due to implementation of the federal 21st Century Cures Act.

Defines "qualified provider" as entities enrolled with the state department as of January 1, 2018, that provided durable medical equipment during the specified period and experienced documented reimbursement reductions.

Appropriates $7,591,815 from the general fund for the 2017-18 fiscal year, with unspent funds carried forward to the 2018-19 fiscal year for supplemental payments to eligible providers.

Requires the state department to allocate payments proportionally based on reimbursement reductions and to distribute all payments by December 31, 2018, with qualified providers allowed to request recalculation within 30 days of notification.

Automatically repeals July 1, 2019, and includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
