• Requires the Department of Human Services and Department of Education to enter into an interagency agreement by October 1, 2018, to study administration of early intervention evaluations for infants and toddlers under federal Part C of the Individuals with Disabilities Education Act.

• Agreement must address responsibility lines, reporting requirements, funding allocation, program compliance monitoring, evaluation timelines and tools, in-home evaluation pilots, integrated wrap-around services, family disruption minimization, cost data collection, and transition procedures from Part C to Part B services.

• Mandates the Executive Director to hire an independent third party to facilitate the interagency agreement, with departments reporting findings to the Joint Budget Committee by November 1, 2018, and June 30, 2019.

• Modifies existing statutes to broaden references from "administrative units" to "entities that conduct early intervention evaluations" to reflect expanded responsibility for early intervention evaluations beyond school districts.

• Appropriates $15,000 to the Department of Human Services for the 2018-19 fiscal year to contract with a facilitator for the interagency agreement process.
