Division of Veterans Affairs may operate a veterans one-stop center in Grand Junction beginning November 1, 2018, providing assistance to veterans, service members, and families in the western portion of the state.

Center may provide identification cards issued by the U.S. Department of Defense to eligible military members, retirees, and their families, subject to available appropriations.

Division shall establish an advisory board by November 1, 2018, including representatives from nonprofits, county veterans services, veterans, veteran families, and organizations providing center services.

Creates the Veterans One-stop Center Cash Fund fed by public/private facility use and lease payments from the former Grand Junction National Guard Armory, with unexpended funds remaining in the fund rather than reverting to the general fund.

Division shall develop effectiveness evaluation procedures and report results annually to the Board of Veterans Affairs and General Assembly; the entire program is scheduled for repeal effective September 1, 2023.

Appropriates $123,465 for the 2018-19 fiscal year to the Department of Military and Veterans Affairs based on 1.1 additional FTE positions.
