Requires fingerprint-based criminal history record checks for all state employees, state contractors, county employees, and county contractors with access to federal tax information, conducted through the Colorado Bureau of Investigation and Federal Bureau of Investigation.

Authorizes state agencies receiving federal tax information to require county departments administering public assistance, child support services, or other programs to conduct fingerprint-based background checks on their employees and contractors with access to shared federal tax information.

Allows state agencies to deny access to federal tax information to individuals who fail fingerprint-based criminal history checks and permits name-based checks for individuals whose fingerprints are unclassifiable after two submissions.

Allocates $226,287 in total appropriations for the 2018-19 state fiscal year across multiple agencies (Governor's Office, Human Services, Labor and Employment, Local Affairs, Personnel, Revenue, and Department of Public Safety) to fund the purchase of criminal history record checks.

Takes effect July 1, 2018 and establishes that state agencies cannot share federal tax information with other state agencies that fail or refuse to comply with background check requirements.
