• Continues the Colorado Veterans' Service-to-Career Program beyond its original 2019 expiration date, extending the repeal effective date to January 1, 2024.

• Expands eligible participants to include active-duty military within six months of discharge, National Guard and military reserve members who completed initial training, and individuals with significant barriers to employment such as those with bad conduct discharges and veterans experiencing homelessness.

• Requires the Department of Labor and Employment to develop grant application forms by March 1, 2019, allowing nonprofit agencies to submit single applications for multiple service centers effective fiscal year 2019-20.

• Increases administrative cost allowance from 5 percent to 8 percent and requires the department to develop an evaluation methodology prior to awarding grants, with grants to be awarded no later than January 1, 2019.

• Appropriates $1,000,000 from the marijuana tax cash fund to the Department of Labor and Employment for the 2018-19 fiscal year to implement the program.
