Commission shall study whether existing criminal statutes adequately address abuse of children and youth in facilities and issue recommendations on any identified legal gaps by July 1, 2019.

Expands the definition of "institutional abuse" to include acts or omissions threatening the life, health, or welfare of persons under 21 years old under continuing court jurisdiction, not limited to those in child care facilities.

Defines "facility" for purposes of institutional abuse to include residential child care facilities, foster care homes, family child care homes, specialized group facilities, noncertified kinship care providers with open child welfare cases, and juvenile detention placements through the Department of Human Services.

Excludes adult detention and correctional facilities from the definition of "facility" for institutional abuse purposes.

Requires the commission to report findings and recommendations to the Judiciary and Public Health Care/Human Services committees of both the House and Senate.
