HB 18-1347 Summary

• Changes the Department of Revenue's authority from discretionary ("may") to mandatory ("shall") to offer motor vehicle owners the option of biennial (two-year) registration

• Excludes motor vehicles of model year 1981 or older and motorcycles of any model year from the two-year registration option

• Requires the Department of Revenue to promulgate rules implementing the biennial registration option

• Amends registration plate validation tabs to display the expiration date of vehicle registration instead of just the year

• Takes effect January 1, 2019, subject to referendum petition procedures
