Excludes federally authorized "waiver valuations" (as defined in 49 CFR 24.2(a)(33)) from Colorado's definitions of appraisals and real estate appraisals.

Clarifies that licensed appraisers, right-of-way acquisition agents, and other qualified individuals performing waiver valuations are not subject to state appraiser regulations.

Increases the property value threshold for Department of Transportation dispositions requiring a certified appraisal from $5,000 to more than $25,000.

Allows the Department of Transportation to use qualified individuals (including licensed appraisers or those with sufficient local real estate market knowledge) to provide waiver valuations for property valued at $25,000 or less, consistent with federal law.

Declares the act necessary for immediate preservation of public peace, health, and safety.
