Clarifies that the 1,000-foot minimum distance requirement for newly permitted oil and gas production facilities and wells must be measured from the school property line, not from the school building.

Defines "production facility" to include storage, separation, treating, dehydration, compression, pumping, metering, monitoring, flowline, and other equipment directly associated with oil and gas wells.

Exempts production facilities and wells that are already actively in use or permitted at the time a school commences operations from the 1,000-foot distance requirement.

Applies the 1,000-foot distance requirement to school district property where a future permanent or temporary school building is planned to be constructed within 5 years after a new production facility application is filed.

Applies only to production facilities and wells permitted on or after the effective date of the act.
