Expands the State Historical Society board from 9 to 13 members, effective October 1, 2018

Governor appoints all 13 members with senate consent, with no more than 7 members affiliated with one political party or unaffiliated

Creates four new positions to be filled with staggered term expirations on July 1, 2019, July 1, 2020, and July 1, 2021

Requires board members collectively to possess state financial, legal, and regulatory expertise and considers geographic and cultural diversity in appointments

Act subject to referendum petition and voter approval if challenged within 90 days of final adjournment
