Increases the number of department of revenue representatives on the Colorado Task Force on Drunk and Impaired Driving from two to three members.

Adds a representative from the Department of Revenue's Marijuana Enforcement Division as a new appointee.

Adds two new members selected by the chair: a community-based representative from the substance use disorder prevention field and a retail or medical marijuana industry owner or manager of a retail dispensary.

Takes effect on August 8, 2018, unless a referendum petition is filed within 90 days after final adjournment, in which case it requires voter approval at the November 2018 general election.
