• Establishes a Primary Care Payment Reform Collaborative in the Primary Care Office of the Department of Public Health and Environment to evaluate and recommend improvements to primary care investment and payment models.

• Requires the all-payer health claims database administrator to report data on primary care spending by private insurers, state employee health plans, Medicaid, and Children's Basic Health Plan by August 31, 2019.

• Collaborative shall convene by September 1, 2018, and publish annual reports by October 15 beginning in 2019, analyzing the percentage of medical expenses allocated to primary care and recommending alternative payment models.

• Invites 25 categories of stakeholders to participate including primary care providers, insurers, employers, hospitals, professional associations, behavioral health providers, and legislative members.

• Section is automatically repealed effective September 1, 2024, subject to legislative review under the Sunset Review Act.
