Repeals state prohibitions on local governments enacting minimum wage laws, allowing counties, cities and counties, and municipalities to establish minimum wages for work performed within their jurisdictions.

Permits local governments to enact minimum wage increases through their governing bodies or through municipal initiative and referendum processes, with counties able to place minimum wage questions on ballots.

Allows local minimum wages to exceed the statewide minimum wage established under the state constitution.

Enables local enforcement of minimum wage requirements through private rights of action and allows fines, penalties, unpaid wages, liquidated damages, interest, and attorneys' fees at levels that may exceed those set by state law.

Becomes effective August 8, 2018, unless a referendum petition is filed, in which case it requires voter approval at the November 2018 general election.
