Amends Colorado Revised Statutes 24-30-1310(1)(d) to add the regional center depreciation account in the capital construction fund to the list of funds excluded from the definition of "cash fund"

Exempts the regional center depreciation account, created in section 24-75-302(3.8)(a), from automatic cash fund funding mechanism requirements for payment of future costs attributable to state capital assets

Takes effect at 12:01 a.m. on the day following the expiration of the 90-day period after final adjournment of the general assembly (August 8, 2018, if adjournment occurs May 9, 2018)

Subject to referendum petition; if challenged within the 90-day period, the act requires approval by voters at the November 2018 general election to take effect
