Relocates state telecommunications network laws from Department of Public Safety statutes to telecommunications coordination statutes within state government.

Transfers supervision of the state telecommunications network from "state telecommunications director" to the Chief Information Officer, in consultation with the Chief of the Colorado State Patrol.

Authorizes private entities to use state telecommunications network facilities through public-private partnerships approved by the Chief Information Officer, with lease rates based on local market rates.

Allocates lease revenues from private partnerships as follows: 75% to the Public Safety Communications Trust Fund for network improvements and 25% to the Public School Capital Construction Assistance Fund for technology grants.

Assigns the Colorado State Patrol Chief responsibility for paying all expenses of dispatchers and employees operating the law enforcement radio system within the state telecommunications network.
