Establishes new income thresholds for 2018: individuals earning up to $14,608 and spouses earning up to $18,964 remain eligible for grants, with automatic annual inflation adjustments.

Appropriates $24,847 to the Department of Revenue for fiscal year 2018-19 to implement program changes, including personal services, IT system support, and document management services.
