Creates the Energy Legislation Review Committee as an interim legislative committee to study and propose energy-related legislation beginning July 1, 2019.

Committee consists of 10 members of the General Assembly: 5 senators (3 appointed by Senate President, 2 by minority leader) and 5 representatives (appointed by House Speaker after consulting minority leader).

Requires at least 4 committee members to reside west of the Continental Divide or represent districts where the majority population lies west of the divide.

Committee shall meet 6 times during even-numbered years and 8 times during odd-numbered years, may take up to 2 field trips annually, and shall study energy development, grid security, energy supply and transmission planning, and other energy policy issues.

Committee may report no more than 3 bills to the Legislative Council annually unless a two-thirds majority votes to report additional measures, with a maximum of one bill per member.
