• State board must review minimum reading competency skill levels by July 1, 2019, and every four years thereafter, updating standards as necessary for kindergarten through third grade.

• Department must review and update the list of approved evidence-based or scientifically-based reading assessments by July 1, 2019, and every four years thereafter, and ensure alignment with state reading standards.

• Local education providers must ensure per-pupil intervention funding improves reading competency for students in kindergarten through third grade and does not replace existing funding for this purpose.

• Commissioner of Education must convene a working group by September 1, 2018, to review READ plan creation and use, including parent involvement, and report findings and recommendations by February 1, 2020.

• Department must use established procedures to create and update advisory lists of evidence-based instructional programs and professional development, consulting with local education providers, including those serving high enrollments of English language learners, and ensure processes are inclusive and transparent.
