Increases maximum fees paid by stationary sources of air pollution, effective fiscal year 2018-19 and thereafter, with annual automatic adjustments on January 1 from 2019 to 2028 based on the Consumer Price Index for Denver-Aurora-Lakewood.

Raises the air pollutant emission notice filing fee from $152.90 to $191.13 and the annual emission fee per ton of regulated pollutant from $22.90 to $28.63, plus increases hazardous air pollutant fees and application processing fees to $95.56 per hour (up to 30 hours) with a maximum of $7,750.

Requires the Division of Air Pollution Control to prioritize fee revenues toward reducing permit processing times through increased efficiencies and information system improvements identified through a stakeholder process.

Mandates the division convene affected industries before September 1, 2018 to identify improvements in billing practices, accounting transparency, and operational efficiencies, with results reported to the legislature beginning in 2019.

Appropriates $1,555,293 to the Department of Public Health and Environment from the stationary sources control fund for fiscal year 2018-19 to implement increased staffing and program costs.
