Amends Colorado Revised Statutes 18-6.5-108 to create an exception from mandatory reporting requirements for attorneys providing legal assistance to individuals under contract with area agencies on aging.

Exempts attorneys at law and their staff from the mandatory reporting requirements for mistreatment of at-risk elders and at-risk adults with intellectual and developmental disabilities (IDD).

Long-term care ombudsmen remain exempt from mandatory reporting requirements as previously established.

Takes effect September 1, 2018, unless a referendum petition is filed within 90 days after final adjournment of the general assembly, in which case approval by voters at the November 2018 general election is required.
