Prohibits the Colorado Department of Revenue from denying, canceling, or refusing to renew a driver's license based on failure to pay monetary judgments for traffic violations or unpaid public transportation fares.

Excludes warrants issued solely for failure to pay money, failure to appear to pay money, or failure to appear at postsentencing court appearances related to monetary obligations from grounds for license denial or cancellation (except contempt of court warrants).

Limits license denials or cancellations for minors under 18 years of age to outstanding warrants for traffic violations only, excluding other municipal ordinance violations.

Maintains the $30 administrative processing fee when individuals resolve outstanding warrants related to traffic violations, with 50% going to the court and 50% to the Department of Revenue.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
