HB 18-1419 Summary

• Requires the oil and gas conservation commission to promulgate rules as soon as practicable to ensure proper wellhead integrity of all oil and gas production wells, addressing permitting, construction, operation, and closure, and incorporating best practices and regulatory developments since 2008.

• Mandates oil and gas operators to provide electronic notice of the location of each subsurface facility (flow lines and gathering pipelines) installed, owned, or operated to the director of the commission and each affected local government within 45 days of construction or installation.

• Requires operators to file notice of subsurface facilities constructed before the effective date within six months of the effective date, and to specify whether each facility is active or abandoned.

• Allows local governments to request operators provide good-faith estimates of wells intended to be drilled in the next five years and maps showing existing well sites, approved sites, and sites on the operator's current drilling schedule.

• Establishes that well estimates are based on information known to the operator at the time of the request and are subject to change at the operator's sole discretion.
