Authorizes creation of early childhood development service districts to provide services for children from birth through 8 years of age, including early care, education, health, mental health, and developmental services.

Allows districts to seek voter approval to levy property taxes and sales taxes (excluding cigarettes) to generate revenues for early childhood services.

Permits all eligible electors in the proposed district to vote on district organization and ballot issues, rather than limiting voting to property owners.

Exempts early childhood development service districts from specific Special District Act provisions regarding property inclusion/exclusion, tax levy procedures, and public improvement contracts.

Requires districts to submit service plans directly to county boards of commissioners rather than planning commissions, and prohibits boards and courts from accepting property exclusion requests.
