• Major information technology project contracts require approval by the Chief Information Officer (or designee) instead of the State Controller, except the Department of Education is excluded through June 30, 2019.

• Project plans for major IT projects must include independent verification and validation, a funding strategy for maintenance and disposal, and a planning and analysis function by the Office of Information Technology to vet scope and budget.

• The Office of Information Technology must establish vendor selection standards and procedures by December 1, 2018, including a process to resolve disagreements between the office and state agencies.

• An independent third-party consulting firm must review and evaluate the procurement process for the HRWORKS human resources system and submit recommendations by June 30, 2019 to the Legislative Audit Committee, Joint Budget Committee, Joint Technology Committee, and Office of Information Technology.

• Appropriates $141,744 from the general fund to the legislative department for the state auditor's office to implement the act.
