Creates a Chicana/o special license plate available to Colorado residents beginning January 1, 2019 or when the department is able to issue them, applicable to motorcycles, passenger cars, trucks, and noncommercial vehicles under 16,000 pounds.

Department may discontinue issuance if fewer than 3,000 plates are issued by July 1, 2023, but existing plate holders may continue using their plates indefinitely.

Eligible applicants must provide a certificate from a designated nonprofit organization confirming a donation was made; eligible organizations must be Colorado-based, tax-exempt, 3+ years old, employ 50 or fewer people, and spend at least 75% of revenues on services to the Latino community.

Requires two one-time fees of $25 each in addition to standard vehicle fees; one fee goes to the highway users tax fund and the other to the licensing services cash fund.

Appropriates $8,389 to the department of revenue for license plate ordering in fiscal year 2018-19; takes effect August 8, 2018, unless subject to referendum petition.
